in November Elections

The November Patriots, a voter advocacy group that promotes openness in government, sent a letter to Ron Thornburg, the Kansas Secretary of State, on Thursday October 16, requesting that Thornburg intervene to stop potential voter fraud in the November elections. According to the November Patriots the “shocking” way the Department of Revenue” knowingly” handed out driver’s license to “non-citizens” including illegal aliens, is what has brought about this potential perfect storm of voter fraud.
Earlier this year Secretary of Revenue, Joan Wagnon, testified before a Senate committee that there were 50,000 drivers license in the hands of individuals who
“…could not prove legal residency.” Mrs. Wagnon testified the Department was going to allow the 50,000 driver’s licenses to be filtered out of circulation over the next six years through the normal renewal process.

A recent study on the impact of Non-Citizen voting on American elections, conducted by David Simcox, estimates the number of non-citizens who are registered to vote in this country’s elections could be 1.2 million to 2.7 million.
It is a very serious problem nationwide. The study noted that One Texas county had more registered voters than it had non- felon citizens of voting age
It would be extremely easy to prevent this potential fraud according to the November Patriots. The Department of Revenue has indicated to the November Patriots, it has the names and addresses of the non-citizens with driver’s licenses, on its database. All the Department has to do is sort them out by counties and send the lists to the respective county election offices where they can be compared to the voter registration rolls for each county. If someone on the driver’s license list is on the voter registration list you have a case of voter fraud, that individual can be stricken from the voter rolls, and their named turned over to the county attorney for voter fraud prosecution.
“A lot of folks working for us in government do not see our most basic and fundamental right, to vote, as being very important.” Said Mr. Fry.
The November Patriots are recommending that citizens get actively involved by calling and or writing the Secretary of State and their local county attorneys and demanding that that this audit be performed before the election. “If they run into any problems, they can contact us for help,” said the November Patriots’ spokesperson. “This is the citizens’ country and they have a right to demand that the elections be on the up and up.” (novemberpatriots@novemberpatriots.info)

On January 25, 2008 Joan Wagnon, Secretary of Revenue, testified before the Senate Federal and State Affairs Committee regarding the impact a recent Kansas law relating to drivers license would have on the amount of outstanding Kansas driver’s licenses. She testified over the next six years as many as 50,000 Kansas driver’s licenses might not be renewed as the holders of such would not be able to prove “lawful residence” i.e. they are illegal aliens or other non - citizens. (Presumably on average 1/6 of the 50,000 driver’s license would come up for renewal over each of the next six years.)
The 50,000 number apparently represent the number of or at least a subgroup of driver’s licenses the Department of Revenue issued to applicants who did not have a social security number. This was under a pre- 2007 program that allowed applicants without social security numbers to apply for a “waiver” of the requirement to provide a social security number before being issued a driver’s license. According to the Department of Revenue, the only requirement to obtain a waiver for the social security number requirement was to sign a Department of Revenue affidavit that the individual did not have and could not obtain a social security card. I know this is shocking but I have confirmed it with the Department of Revenue.
Although the Kansas voter registration form requires one to check off a box that they are a U.S. citizen I can find no provision that provides for, let alone requires, any follow up of such statement by audit or otherwise. I am not familiar with any audit or investigation that has ever been done to verify that any such representation was in fact truthful. A non-enforced law is no law at all and serves no deterrent effect.
